178.01 PURPOSE.

   The provisions of this chapter are intended to accomplish the following goals and objectives, which are determined to be of benefit to the community:

   (a)   The ready availability of trained personnel to meet the emergency situations that may arise within the community;

   (b)   The enhancement of the quality of municipal governmental services through greater personal employee knowledge of the condition, needs and progress of the City; and

   (c)   The general economic benefits flowing from local expenditure of municipal employee salaries.
