3.03 Meetings of Council.
The Clerk of the Council shall schedule an organizational meeting no later than the second Wednesday in January following each regular municipal election at which members of the Council are elected. Members of the Council and the Mayor may qualify to take office prior to that meeting by taking the oath of office and by taking all other actions necessary to qualify for office. Thereafter, the Council shall meet at such times as may be prescribed by ordinance or resolution, but not less frequently than once each month. Special meetings may be held upon vote of the Council taken in any regular or special meeting and when called by the Clerk upon the written request of the Mayor, the City Manager or three members of the Council. Any vote or request for a special meeting shall state the subject to be considered at the special meeting and no other subject shall be considered at that meeting. All meetings of the Council and of committees thereof and all other boards, commissions, committees or other public bodies created under the Authority of the Charter, the ordinances and resolutions of the City, and the laws of the State of Ohio shall be open to the public in accordance with the Ohio Open Meeting ("Sunshine") Law. The rules of the Council shall provide that citizens of the City shall have a reasonable opportunity to be heard at regular and special meetings in regard to any matter to be considered by the Council.
