948.01 DEFINITION.

   "Compost" means the waste by-product resulting from the decomposition of organic solid waste produced at the Wastewater Treatment Plant into a relatively stable end product similar to soil or humus containing nitrogen, phosphorus and potassium, and used as a soil nutrient or soil conditioner.
