910.10 INSPECTION OF WORK.

   The Director of Public Works shall have on file in his office the specifications and rules and regulations regulating the manner in which sidewalks, curbs, gutters and driveways are to be constructed or repaired. When any part of the construction or repair work is completed, the Director of Public Works, or his duly authorized representative, shall make an inspection of the work. If the work is unsatisfactory, he shall, by mail or otherwise, serve written notice of such fact on the contractor and the property owner, and order the contractor or property owner to reconstruct or repair the work according to such specifications.
