910.01 WORK PERMIT REQUIRED.

   No person, as principal, agent or employee, whether an abutting owner or otherwise, shall construct or repair, or attempt to construct or repair, any public sidewalk, curb, gutter or driveway as hereinafter defined without first having obtained a permit therefor from the Director of Public Works, or his duly authorized representative. This chapter shall not apply to the construction or repair of sidewalks, curbs, gutters and driveways under or by virtue of a contract with the City. For purposes of this chapter, "driveway" shall mean any area constructed within the public right-of-way connecting the paved public roadway with private property for the purpose of providing access for motor vehicles to private property.
