907.12 BACKFILLING.
   It shall be the duty of every person who makes any excavation in any street, thoroughfare, park or public ground, as soon as the installation or connection therein is made, to backfill such excavation up to the surface, with earth or backfilling material in layers not deeper than nine inches each, thoroughly compacted by ramming or flushing. The grantee shall maintain such backfilling until the surface is restored as provided in Section 907.13. If the grantee of any permit fails to do any such backfilling to the satisfaction of the Director of Public Works, he shall upon being required to do so, remove all unsatisfactory backfilling and replace it as required, or the Director of Public Works shall do so at the cost and expense of such grantee.
