761.45 DUTIES OF TAXICAB DRIVERS.
A driver while driving a taxicab shall:
(a) Not take any narcotics or dangerous substances unless prescribed by a person licensed to practice medicine;
(b) Not refuse or neglect to convey any person or persons unless previously engaged or unable or forbidden by the provisions of this chapter to do so, but the driver may demand the payment of the legal rate of fare in advance, and may refuse employment unless so prepaid;
(c) Not carry any other person other than the passengers first employing the taxicab, without the express consent of the passenger;
(d) Reasonably search the interior of the taxicab after termination of each trip for any articles left therein; or fail, neglect or refuse to turn in to the Division of Police within twenty-four hours all articles found in the taxicab.
(e) Report all accidents to the employer and the Transportation and Traffic Division for purposes of maintaining a safe taxicab fleet and public safety;
(f) Report any change of address to the Transportation and traffic Division within forty-eight hours;
(g) Answer promptly all communications and summons received from the City respecting the provisions of this chapter and furnish, when requested, detailed information as to any person transported by the driver.
(h) Not operate a taxicab while under the influence of intoxicating liquor or drugs;
(i) Not permit his taxicab to be used for any immoral or illegal purpose which purpose would be apparent to a reasonably attentive vehicle operator;
(j) Proceed with his passenger to his destination by the shortest possible route;
(k) Give a receipt of fare when requested;
(l) Possess and display a Hamilton taxicab driver's license while operating a taxicab under conditions governed by this chapter;
(m) Obey all traffic rules established by the laws of Ohio and the City;
(n) Obey all rules and regulations governing the operation of taxicabs in the City;
(o) Not permit any person other than his passenger or a trainee to occupy his taxicab;
(p) Not travel about or cruise the streets of the City in search of passengers; nor solicit passengers while traveling over the streets of the City; and
(q) Not cause his/her taxicab to remain parked and delay the transporting of the passenger or passengers occupying the taxicab to their destination for a period in excess of two minutes after the passenger or passengers have entered the taxicab.
The purpose of this section is to delineate examples of activity for which disciplinary action may be taken.
