761.42 LICENSE ISSUANCE; EXPIRATION AND RENEWAL.
   (a)   Upon approval of the application, the Director of Finance shall upon payment of a seven-dollar ($7.00) license fee, issue a license to the applicant authorizing that person to drive a taxicab.
   (b)   All taxicab driver's licenses shall expire annually on December 31 unless sooner revoked.
   (c)   All applications for renewal of licenses shall be filed with the Director within one month of the date of expiration of each year, and renewal licenses shall be issued in the same manner and upon the same conditions as prescribed herein for initial licenses.
   (d)   If a license is denied or renewal is refused, the Director shall cause written notification of such denial or refusal to be given to the applicant by regular mail at the address stated in the application, and such written notification shall include the basis for such denial or refusal. A denial or refusal may be appealed and a hearing before the Director or his/her designate thereon shall be held within seven days.
