761.31 REGULATION OF TAXICABS.
   (a)   A taxicab, if a sedan, shall have at least four doors and, if a van, shall have at least three doors, sufficient room and a seatbelt for each passenger it carries and provide for ease of passenger entry and exit.
   (b)   Each taxicab shall carry an operable fire extinguisher, a first aid kit and operable emergency reflective signs which shall be used in case of breakdown.

   (c)   Each taxicab shall be inspected biannually by an ASA or ASE certified mechanic and shall present proof, upon request, that it has successfully passed the inspection.

   (d)   Each taxicab shall have posted, in a place and in print size that is easily visible to passengers, a schedule of rates charged by the taxicab company, which shall not exceed those authorized by this chapter.
   (e)   Each taxicab shall have the name of the taxicab company painted on the side in letters of sufficient size so as to be clearly visible.
   (f)   Each taxicab shall prominently display a copy of the license issued under this chapter in the interior of the vehicle.
   (g)   Each taxicab shall have a light within the passenger compartment, capable of being lighted or extinguished upon the request of the passenger.
   (h)   Each taxicab shall have brakes sufficient to stop the taxicab during normal weather conditions in a safe and reasonable fashion and stopping distance.
   (i)   Each taxicab shall have safety seat belts for each passenger and the driver: at least two in the rear seat and one for the front passenger and one for the driver's seat.
   (j)   All taxicab owners or operators and taxicab drivers shall maintain their equipment in good mechanical condition at all times and shall not operate any vehicle with a defect that would tend to affect the safe operation of such vehicle, or the safety of others on the road.    (k)   Each taxicab not operating on a flat fare rate shall be equipped with a lighted sign atop the exterior of the vehicle which shall be visible after dark from a distance of fifty feet and which shall illuminate the word "Taxi", "Cab" or "Taxicab" to indicate the vehicle is in operation and subject to call.
