761.15 CERTIFICATE REQUIRED; COMPANY CONDITIONS.

   No person, owner or taxicab company shall operate any taxicab for the transportation of persons or property over any of the streets of the City when:

   (a)   The contract of hire is entered into within the corporation limits of the City, or

   (b)   When the point of embarkation is within the City, unless such company has obtained a certificate of public convenience and necessity for such operation pursuant to the provisions of this chapter.
