717.07 ENFORCEMENT OF REGULATIONS.

   (a)   Relative to the Courthouse Market, the Director of Public Works or his/her designee shall make and enforce all appropriate regulations, in addition to provisions of ordinance or law relating to the sanitary conditions of market spaces, governing the arrangement and use of vehicles, stands, boxes, barrels, containers and other equipment, and governing the management or conduct of business at any market.

   (b)   Relative to the Market on the Plaza and the RiversEdge Market, the City Manager or his/her designee or the Director of Public Works or his/her designee shall make and enforce all appropriate regulations, in addition to provisions of ordinance or law relating to the sanitary conditions of market spaces, governing the arrangement and use of vehicles, stands, boxes, barrels, containers and other equipment, and governing the management or conduct of business at any market.

   (c)   If a designee is appointed by either the City Manager or the Director of Public Works, he/she shall not discriminate in granting or denying permits or vending locations, or enforcing reasonable rules created pursuant to the provisions of this chapter based upon political, religious, ethnic, race, disability, sexual orientation or gender related grounds.
