553.09 NOTICE TO COMMENCE WORK.
   (a)   Railroad companies and other persons required to keep crossings in repair shall be notified by the Director of Public Works to commence such work within thirty days and to prosecute it in good faith to completion.
   The notice referred to in the above paragraph shall be in writing and may be served by the Director of Public Works or his assistant on the principal officer in the city of the Company notified to do the work or by leaving it at the office of such company in this City, or by registered mail to the principal officer in this City. The notice shall specify the materials to be used and shall fully describe the work to be done. In any case, such notice shall inform the company or person of the consequences of a failure to comply. Upon failure or refusal of any company or person to comply with any notice given under the preceding provisions, the City shall cause summons to be issued in accordance with the Code and the law.    (b)   Any railroad owner or operator, or abutting owner failing to comply with any provisions of Sections 553.06 through 553.09 shall be fined not more than one hundred dollars ($100.00) and each day's violation of these provisions shall constitute a separate offense.
