553.05 RINGING BELL IN RESIDENTIAL AREA.
   (a)   No railroad company, its agents, servants or employees shall ring a locomotive bell or blow a whistle upon its right of way between 9:00 p. m. and 7:00 a. m. except as provided by law for such a railroad right of way adjoining or in any residential area in the City.

   (b)   Whoever violates this section is guilty of a misdemeanor of the fourth degree.
