   521.11 OBSTRUCTION OF GUTTERS.
   (a)   No person shall permit any gutter or downspout to become stopped, obstructed, or out of repair. (1931 Code §79.2915)
   (b)   Whoever violates this section is guilty of a minor misdemeanor.
