381.03 ADMINISTRATIVE RULES AND REGULATIONS.

   The City Manager, upon the recommendation of the Director of Public Works, is authorized to establish temporary rules and regulations regarding the safe operation and equipment of vessels being navigated or otherwise used on the waters of the City pending adoption or rejection of such rule or regulation by Council. Such temporary rules and regulations shall not be in conflict with the provisions of this chapter or the Ohio Revised Code to the extent its provisions may not be altered by local law, but shall supplement the provisions of this chapter and the Ohio Revised Code for the purpose of providing for the safe and orderly operation of vessels upon the waters of the City. A temporary rule or regulation promulgated under this section shall not be valid for more than sixty days unless approved by ordinance of Council.
