For purposes of this chapter, the following words and phrases mean as set out in this section:
CITY: The city of Hailey, Idaho.
CITY CLERK: The duly appointed city clerk of the city, or his/her designee acting as the issuing officer.
CITY COUNCIL: The duly elected city council of the city.
ENGAGE IN OR CONDUCT BUSINESS: The selling, soliciting, advertising or offering for sale of any items of personal property, or real property, or any interest therein.
NOT FOR PROFIT BUSINESS: Any organization exempt from taxation as provided by 26 USC 501 and meeting all the requirements for the exemption provided by 26 USC 503.
OFF SITE LOCATION: Any premises or portion thereof which has not been authorized to conduct business pursuant to chapter 5.02 of this title.
PERSONS: Any individual, including an employee or agent of an individual or group of individuals, corporation, partnership, joint venture, limited partnership, or any other business entity.
PREMISES: All real property and structures where any business or occupation is conducted.
PRIVATE RESIDENCE: Any property not dedicated to public use.
PUBLIC STREET OR PLACE: Any sidewalk, street, alley, highway, public right of way, park, parking lot, or other place owned in fee by the city, or in, on or over which an easement exists in the name of or held by the city, or which exists for the benefit and use of the public.
