The Hailey tree committee shall have no authority to bind any governing body affected by planning decisions. However, the Hailey tree committee shall have the power to make recommendations, upon a majority vote of its attending members, to the city council, the Hailey planning and zoning commission, the Hailey arts and historic preservation commission, and the Hailey parks and lands board or other similar commissions or boards.
