(A) All vacant structures and premises thereof or vacant land shall be maintained in a clean, safe, secure and sanitary condition as provided in this article so as not to cause a blighting problem or adversely affect the public health or safety.
(B) Unoccupied structures shall be maintained in accordance with § 13-51 with the following exception: for purposes of public safety, windows, doors, hatchways, and the like may be temporarily boarded for a time not to exceed 180 days. After the specified time, the structure shall be declared a public nuisance.
