The following types of purchase contracts are expressly excluded from the personal property purchase and bid procedure herein established:
(A) Acquisition and sale of real property. The acquisition and sale of real property shall be governed by the terms and provisions of Section 2-22: Acquisition and Sale of Real Property as set forth in Article Il: Elective Officers, Their Duties and Powers of the City Charter.
(B) Emergency or unusual contracts. The procedure to execute emergency or unusual contracts shall be governed by the terms and provisions of Section 4-1: Purchases And Sales as set forth in Article IV: Personal Property Purchase and Bid Procedure of the City Charter.
