(A) The following types of purchase contracts are expressly excluded by Article IV of the City Charter, as amended, and also excluded from the personal property purchase and bid procedure herein established:
(1) Real property purchase contracts; and
(2) Contracts for service, except construction, construction labor or repair services.
(B) Certain purchase contracts are expressly excluded by Article IV of the City Charter, as amended, under certain circumstances as follows:
(1) Cases of emergency, as defined in the Charter, as amended; and
(2) Cases involving unusual purchases, as defined in the Charter, as amended. Purchase contracts of equal to or less than $25,000 are excluded from the city's personal property purchase and bid procedure under Article IV of the Charter.
