The city shall be a member of the East Texas Council of Governments for the purpose of joint planning and coordination of governmental services and policies as authorized by Tex. Local Gov’t Code §§ 391.001 et seq., and the City Treasurer is hereby authorized to pay the annual dues required for membership in the East Texas Council of Governments.
