Upon completion of any work involving excavation in any street, alley, or public easement in the city, the person, firm, or corporation making such excavation, shall remove all equipment, men, materials, and debris as soon as possible and restore the street and premises in as good a condition as existed prior to the excavation. All construction work must be done in accordance with city standards. Failure to restore such streets or premises shall be considered a misdemeanor.
