This chapter does not require any person, repair or towing company to obtain any permit or to limit any fees charged, save and except such persons, businesses and companies that voluntarily obtain a permit and meet the standards herein provided in order to receive requests from the city for towing vehicles and/or placement on the Wrecker Rotation List.
