§ 75.11 LICENSE REQUIREMENTS.
   In addition to a permit authorizing a person to engage in the towing of vehicles without the owner's consent, provide wrecker service for the city, or be on the City Wrecker Rotation List, the Chief of Police shall also issue a license for each wrecker vehicle owned by the permit holder and authorized to provide such services. No such license shall be issued unless the wrecker meets each of the following requirements:
   (A)   Category A and B wreckers shall:
      (1)   Be not less than one ton dual in size, or a minimum of 9,000 pounds gross vehicle weight, as reflected for the manufacturer's certificate for the vehicle, and be equipped with booster brakes;
      (2)   Be equipped with a power or hand operated winch, winch line, and boom, with a factory rated lifting capacity (or city tested capacity) of not less than four tons, single line capacity; and
      (3)   Carry as standard equipment at least one of each of the following, unless otherwise specified: tow bar, two safety chains, dust pan, a fire extinguisher, wrecking bar, broom, an axe, dolly, two-way radio, the name of the company permanently displayed in letters at least three inches high, and a blue color four-way flashing beacon ray light on top of cab.
   (B)   Category A wreckers shall:
      (1)   Be equipped with a power-operated winch, winch line and boom, with a rated lifting capacity of not less than 6,000 pounds single line capacity, as reflected on the manufacturer's certificate and the tow truck together with the towed vehicle having a gross vehicular weight or actual weight of 26,000 pounds or less; and
      (2)   Carry as standard equipment the following: tow sling with manufacturer's rated capacity of at least 3,000 pounds and two and one-half pound ABC fire extinguisher.
   (C)   Category B wreckers shall:
      (1)   Together with the towed vehicle, have a gross vehicle weight or actual weight in excess of 26,000 pounds; and
      (2)   Carry as standard equipment a five pound ABC fire extinguisher.
