§ 70.21 REWARD FOR INFORMATION LEADING TO ARREST AND PROSECUTION OF PERSONS STEALING OR DAMAGING OFFICIAL STREET NAME OR TRAFFIC CONTROL SIGNS.
   (A)   The premises hereof are found to be true and correct by the City Council. The City Council finds that the apprehension, arrest and prosecution of those responsible for the theft and vandalism of street name or traffic control devices or signs in the city is a legitimate public purpose and that the direct accomplishment of such purpose would be greatly enhanced by the offer of a reward for information and other citizens' assistance in apprehending those responsible.
   (B)   There is offered by the city a $500 cash reward to individuals furnishing information which directly leads to the apprehension, arrest and prosecution of any person or persons stealing or vandalizing street name or traffic control signs or devices in the corporate limits of the city, subject to the following special conditions:
      (1)   Information furnished must be furnished in person to the Police Department or any other responsible law enforcement agency having jurisdiction.
      (2)   Such information must be based on personal knowledge and the informant must be willing and able to testify in court thereto.
      (3)   The Chief of Police shall make a final determination as to whether the information furnished is such that will lead to the apprehension, arrest and prosecution of an individual identified as being involved in such an activity.
      (4)   The Chief may prorate the $500 reward among two or more individuals furnishing such information based on the direct importance of such information, the degree of which shall be determined at the sole discretion of the Chief.
      (5)   Such information shall be reduced in writing in affidavit form and signed by the person giving such information and, in order to receive such reward or any prorated part thereof, any such person shall make application therefor with the Chief of Police.
