(A) The meddling with garbage containers or other receptacles used for garbage, or in any way pilfering, searching or causing the scattering of the contents of a garbage container or receptacle is hereby declared to be unlawful.
(B) This section shall not apply to authorized garbage and refuse collectors or other authorized city officials, including police officers, acting within the scope of their official duties.
