(A) Contracts with the city for garbage collection shall set the rates for such services, both residential and commercial, and shall contain any other terms which the City Council shall deem to be in the best interests of the citizens of the city. Such contracts shall be entered into on a competitive basis.
(B) Factors for consideration in contract awards shall include the following:
(1) Proposed rates in bids;
(2) Reputation and experience of contractor;
(3) Equipment and financing of contractor.
