§ 36.01 FIRE SAFETY OFFICER ESTABLISHED; DUTIES.
   (A)   Establishment of position. The position of Fire Safety Officer is hereby created. The City Manager shall appoint and supervise the Fire Safety Officer, which may be two persons, or one. Pursuant to Charter § 4.01(5), the City Manager appoints the Fire Safety Officer with two-thirds approval of the City Council. The City Manager shall establish written qualifications for, and, to the extent not inconsistent with this chapter, the duties of, the position of Fire Safety Officer and may amend such qualifications and duties from time to time.
   (B)   Duties of Fire Safety Officer. The Fire Safety Officer shall coordinate and provide oversight and supervision of the fire suppression, prevention and safety programs of the city and the department heads responsible therefor. He or she shall serve as Fire Chief and Fire Marshal, and perform or cause to be performed each duty and responsibility of those positions; coordinate the planning, structuring and oversight of the staffing, equipment and training needs for the provision of fire suppression services; and make recommendations to the City Manager and the City Council with respect to all matters and issues related to or regarding fire suppression, fire safety and fire prevention within the city, including, but not limited to, the functions, duties, responsibilities, performance and conduct of personnel and programs for the suppression of fires, fire safety and prevention; the qualifications and training of personnel, budget, programs, equipment ordinances, rules and regulations applicable to such programs, functions and services.
