(A) In negotiating any and all employment agreements/contracts with city personnel, the City Council shall authorize the Mayor to negotiate certain terms and conditions of said agreements/contracts in the following manner:
(1) The Mayor is authorized to negotiate any and all employment agreements/contracts on behalf of the city within the parameters established by the Council by way of discussion and consensus reached by the City Council in executive session.
(2) Any and all terms and conditions of said employment agreements/contracts that are not addressed by the City Council in executive session may be negotiated by the Mayor at his/her discretion within the parameters, if any, of the advertisement for the position in question.
