(A) No person, owner or driver of a heavy vehicle shall stop, stand or park any heavy vehicle upon any public street, alley, parkway, boulevard or public right-of-way in the city overnight during the hours from sundown to sunup.
(B) Temporarily disabled heavy vehicles which are protected by flares or other approved signal devices may be parked on a public street, alley, parkway, boulevard or public right-of-way in the city overnight during the hours from sundown to sunup, for a reasonable period of time, with an emergency, accident, equipment failure, or loading or unloading, if the person, owner or driver acts diligently to repair and remove the heavy vehicle.
