Section 11.05 DEFINITIONS AND WORDING INTERPRETATION.
   (1)   The gender of the wording throughout this Charter shall always be interpreted to mean either sex. All singular words shall include the plural and all plural words shall include the singular. All references to state law and laws of the State of Texas, however expressed in this Charter, shall mean “as presently enacted or hereafter amended.” The word “law” as used in this Charter shall mean law of the State of Texas or Federal government. The use of the word “city” in this Charter shall mean the City of Gun Barrel City, Texas.
   (2)   The term Governing Body shall include the Mayor and all other City Council members.
   (3)   The word officers as used in this Charter shall include all elected officials and all appointees.
   (4)   The word emergency as used in this Charter means situations arising from circumstances involving imminent threats to public health and safety or sudden unforeseeable situation mandating immediate action the by the governing body.
   (5)   If any person has been elected or appointed to fill a vacancy for the remainder of the term, that period of time shall not be calculated when counting consecutive terms unless such period of time is greater than fifty (50) percent of the length of such term.
   (6)   Full City Council shall mean the City Council members, taking into consideration any abstention for conflicts of interest pursuant to Section 3.11, any vacancies and, if applicable, taking into consideration a vote of the Mayor under Section 3.05.
   (7)   Simple majority plus one of the full City Council shall mean one more than a simple majority vote of the City Council members taking into consideration any abstention for conflicts of interest pursuant to Section 3.11 and vacancies.
