Section 6.01 GENERAL AUTHORITY.
   (1)   Initiative: The qualified voters of the City shall have power to propose ordinances to the City Council and if the City Council fails to adopt an ordinance so proposed without any change in substance, the voters shall adopt or reject it at a city election. Such power shall not extend to the budget or capital program or any ordinance not subject to initiative as provided by state law, relating to appropriation of money, issuing of bonds, levy of taxes or salaries of city officers or employees.
   (2)   Referendum: The qualified voters of the City shall have the power to require reconsideration by the City Council of any adopted ordinance or passed resolution and, if the City Council fails to repeal an ordinance or resolution so reconsidered, the voters shall approve or reject it at a city election.
   (3)   Recall: The qualified voters of the City shall have power to remove any official serving in an elective office.
