Section 4.02 CITY SECRETARY.
   (1)   The City Council shall, after consultation with the City Manager, appoint or remove a City Secretary upon the affirmative vote of a simple majority plus one vote of the full City Council.
   (2)   The City Secretary shall:
      (a)   Report to the City Manager for daily work direction, thereby avoiding conflicts between the City Council members, the Mayor and the City Manager.
      (b)   Give notice of all official public meetings of the City Council in a manner consistent with this Charter and state laws;
      (c)   Attend all public meetings of the City Council;
      (d)   Keep the minutes of the proceedings of all public official meetings and hearings of the City Council in a manner prescribed by the City Council consistent with applicable law;
      (e)   Act as custodian of all official records of the City Council;
      (f)   Hold and maintain the seal of the City of Gun Barrel City, and affix this seal to all appropriate documents;
      (g)   Authenticate by signature and seal, and record all ordinances, resolutions and proclamations of the City;
      (h)   Verify the qualifications of all persons for appointive or compensative positions as set forth in Section 14.06 of this Charter;
      (i)   Perform such other duties that may be required by the City Council consistent with this Charter and the laws of the State of Texas.
