Section 1.02 FORM OF GOVERNMENT.

The municipal government provided by this Charter shall be of the council-city manager form. The governing body of the city shall consist of the mayor and five (5) council members elected by and responsible to the people. The City Council shall appoint a city manager, who shall be directly responsible to the council for the execution of the laws and administration of government of the City.
