The fee for new or replacement connections to the wastewater collection system shall be as follows:
(A) The estimated sum equal to all of the costs of the sewer tap construction including, but not limited to, labor, materials, equipment fees, state permit fees, excavation, asphalt restoration and/or contractor charges plus an administrative charge in an amount equal to 10% of the construction costs.
(B) The borough or its designee shall make all connections to the sanitary sewer collection system, unless otherwise approved by the borough. Upon approval of an application for sewer service and upon payment of a sanitary sewer capacity tap fee set as forth in § 53.035(B), and payment of the estimated sanitary sewer collection system tap cost set forth in § 53.036(A), the borough, its designee, authorized agent, or a designated contractor will tap the main sanitary sewer, install a tapping saddle or wye connection and lateral pipe to the curb, or if no curb, to the property line; all of which facilities shall remain property of the customer and the customer shall be responsible for maintaining the entire lateral pipe from the building to the main sewer. Upon completion, the borough will calculate the actual costs of construction and invoice the property owner for any additional billing.
