(A) Within the confines of all parking lots operated by the borough as established in Ch. 76, Sch. IV, it shall be unlawful for any person to loiter, loaf, wander, stroll, idle, stand or congregate either alone and/or in concert with others in such a manner as to obstruct, hinder, impede or tend to obstruct, hinder or impede the free and uninterrupted passage of vehicles, traffic or pedestrians.
(B) When any person causes or commits any violation as set forth herein, the police officer shall first order that person to stop causing or committing such condition and to move on or disperse; and the failure of the said person to obey said order shall cause the said person to be guilty of a violation of this section.
(C) Each request by a police officer of an individual to stop causing or committing such condition and to move on or disperse shall be a separate offense under this section, provided further that the police officer shall warn the said person that each separate request by the police officer is considered a separate offense.
