(A) No person or entity shall drill or own a water well on property in the borough without first obtaining the written approval of the Borough Council and a permit from the Borough Manager.
(B) The following minimum information shall be given to the Borough Council to assist it in determining whether such well shall be approved:
(1) The location of the well;
(2) The purpose of the well;
(3) The approximate date of the drilling of the well;
(4) The usage of the well, including the approximate number of gallons per day to be utilized;
(5) The depth of the well;
(6) The manner in which water utilized from the well is drained from the property;
(7) The technical features of the well including any safety or back check devices to prevent water from reentering the aquifer; and
(8) Any other pertinent information requested by the borough for it to determine the necessity and safety of the well.
