§ 54.038 SERVICE LINES, CONNECTIONS AND FITTINGS - INSTALLATION AND MAINTENANCE; WASTE OF WATER UNLAWFUL.
   (A)   All service lines shall be laid from the curb, subject to the approval of the Water Superintendent or other duly appointed borough representative, by the consumer at his or her own expense. All connections, service lines and fixtures shall be kept in good repair by the owner or occupant of the premises in order to prevent waste of water.
   (B)   No consumer shall waste water through improper or imperfect pipes or fixtures, or otherwise. Failure of a consumer to properly install or maintain a service line, including replacement, shall constitute grounds for the borough to initiate termination of the consumer’s water service and to seek recovery for any damage caused to the borough’s facilities by the improperly functioning service line and to recover the cost for unmetered water loss.
   (C)   Standard residential fittings, including corporation cocks, curb stops and boxes shall be furnished by the borough at the customer’s expense, and the corporation cock shall be inserted in the main by the borough Water Department.
   (D)   No service line shall be laid after the enactment of this chapter less than three-quarters inch in diameter and such line must be Type K copper.
   (E)   Service lines that exceed 100 feet in length shall be required to include an outdoor meter installation (meter box/vault). Meter boxes/vaults shall be installed by the borough at the consumer’s expense. The meter box/vault shall be placed immediately after the curb stop and shall be of a type and size adequate to give access to the meter and permit its installation or removal.
   (F)   No service line shall be laid in the same trench with a gas pipe, sewer pipe, electric conductor, telephone cable, or any other facility of a public service company, nor within three feet of any open excavation or vault.
   (G)   No fixture shall be attached to, or any branch made in the service line between the meter and the street main. No extension of the service shall be made by the consumer to provide service to another dwelling unit.
   (H)   The borough may disapprove of any plumbing materials used within the dwelling unit to be supplied.
