The Department of Public Service through the various divisions hereinbefore and after established and through such other department or division as Council or the Administrative Assistant may create from time to time, shall have the care, custody and control of all public property, including public buildings and appurtenances thereto and all machinery, vehicles, tools and equipment belonging to the City except however, moneys and credits and that property and equipment that is under the control of the Department of Public Safety.
