A grading permit is not transferable by the permittee to another person by any means or for any purpose. When a permittee no longer has a vested interest in the property for which the grading permit was issued or is no longer responsible. for the grading authorized by the permit, the permit shall automatically become null and void, and no grading shall be done or caused or allowed to be done by any person in reliance on the permit.
