When the building official approves and issues a grading permit for which grading plans and specifications have been required, the building official shall endorse in writing or stamp the plans and specifications "approved." Thereafter, such approved plans and specifications shall not be changed, modified, or altered without authorization from the building official, and all grading work shall be done in accordance with the approved plans and specifications.
