A. The finance department shall be supervised by a director of finance who shall be appointed by and be responsible to the city council. The director of finance shall:
1. Recommend the appointment of such subordinate employees as may be necessary in the conduct of this department;
2. Cooperate with the city treasurer and other officials of the city in establishing and maintaining sufficient and satisfactory procedures and controls over municipal revenues and expenditures in all departments, divisions, and services of the city in accordance with modern municipal accounting practice.
B. The director of finance shall be paid such salary as may be fixed by the city council.
