Any firm, person, or corporation desiring to make an excavation, construct, install, reconstruct, repair, or replace any public improvement or utility-owned facility within the right-of-way of any city street or alley shall file an application for an encroachment permit in writing with the director of public works. The application shall be submitted on forms furnished by the city, shall set forth the character of work to be done, and shall include a description or the location of the work to be done. No fee will be charged for an encroachment permit.
