The city shall provide a license plate or decal, together with registration cards, the license plate and registration card having numbers in numerical order, beginning with number "one," and indicating the year for which the same are issued. Each license plate shall be suitable for attachment upon frame of scooters, and the scooter owner shall immediately attach such license plate to the frame of each scooter. The license plate shall remain attached to such scooter.
