A. The city declares that there are privately owned and operated parking facilities which may reserve parking stalls for exclusive use by physically handicapped persons.
B. Designation of blue curb parking stalls in privately financed off-street parking facilities shall be made by posting immediately adjacent to, and visible from same, a sign consisting of the International Symbol of Access.
C. In addition, a sign not less than seventeen inches by twenty-two inches in size with lettering not less than one inch in height which clearly states:
Unauthorized vehicles not displaying distinguishing placards or license plates issued for physically handicapped persons will be towed away at owners's expense. Towed vehicles may be reclaimed at (to be determined) or by telephoning (to be, determined).
This sign shall be posted at the entrance to the parking facility or immediately adjacent to, and visible from the reserved stall.
D. A sign must be posted at the entry to all off-street parking facilities to the effect that the facility is subject to public traffic regulations and control.
