There is created the position of city administrator, who shall be a person selected by the city council solely on the basis of his or her executive and administrative qualifications with special reference to actual experience and knowledge of accepted practice in respect to the duties of the office as set forth in this chapter. The city administrator shall serve directly under the supervision and control of the city council as a whole.
