A. The chief of police is authorized to issue a permit for the holding of any assembly on either the streets, public parks and other public places when there has first been submitted to him or her that such assembly will not block or interfere with traffic or in anywise disturb the ordinary and customary use of the streets, parks and public places.
B. The permit shall designate the time and place of such meeting and shall authorize the holding of such meeting under terms and conditions set forth in the permit.
