A. If the owner of the animal seeks to have the animal released from impoundment, that person shall submit a request for hearing to the Chief of Police within seventy-two hours of the seizure.
B. The said seventy-two-hour period does not include the days the impounding agency is closed to the public.
C. If no request for hearing is submitted as specified in subsection A, a letter shall be sent by certified mail to the animal owner's last known address notifying him or her that the animal may be destroyed or otherwise disposed of following one-hundred-twenty hours from the seizure.
