The initial term of a permit shall be for a period of not more than one year, commencing' on the date such permit is issued. At the end of the initial term, the permit may be renewed by the permittee for successive one-year terms by payment of a permit renewal fee on or before the date such permit expires in an amount established by resolution of the City Council based on the cost of processing permit renewals and otherwise administering the provisions of this chapter.
