If the money appropriated is turned over to the District Chamber of Commerce or similar organization, the organization and the city council will each year enter into a letter of agreement concerning the manner in which the monies will be spent, and at any time, the city council shall and can be entitled to an accounting from the Chamber of Commerce or similar organization.
